In the mid-1990s, a group of schoolchildren in Pennsylvania decided that the state needed an official cookie. While the children suggested chocolate chip (because of Hershey, PA), many thought that sugar cookies offered more historical significance.

While the earliest cookies date back to the 7th century, German Protestant settlers in Pennsylvania first introduced sugar cookies in the 1700s. History suggests that they probably derived from an earlier, unleavened cookie called a jumble. A biscuit that gained popularity in Europe because of the fact that, as a non-leavened food, it could be dried and stored for many months. Jumbles traditionally are made of nuts, flour, eggs, and sugar, with vanilla, anise, or caraway seed used for flavoring.

The modern sugar cookie gained popularity in America sometime in the 1930s when it became traditional for children to leave sugar cookies and milk out for Santa on Christmas Eve. Because of how easy it is to cut and shape sugar cookie dough, custom cookies have become very popular.
